Place beef, tomato paste, wine, 1 cup beef stock, vinegar, orange zest, salt and pepper in a crock pot and cook on low for 8 hours. One hour before the beef is done, bring 2 cups of beef broth to a boil and add the vegetables except the peas. cook veggies until they are just about done. Mix the arrowroot with a little water to form a thick paste. Add this to the vegetables and cook until it thickens a bit. Add the vegetables to the meat. Add the peas and  and cook another 15-20 minutes.

Serve with sourdough bread and butter.
